One can assume that about 80 per cent of the refugee labor force have now found some sort of a job. Even if one were to have doubts about the level of their income, as reflected in their tax payments estimated above, one would still have to agree without a doubt that as a group they earn relatively far less than the rest of the population. On the other hand available statistics lead to the conclusion that this same population group as a whole enjoyed before the war a level of production and income on the average by no means under the level of the average German citizen.
However, with the population increase allowed for, pro capita production in Western Germany (May 1951 = 101,5 1 ) still lags far behind that of other countries. (See Diagram 4). Since Western Germany is expected to support its suddenly enlarged population in the near future through its own efforts alone, the following should be included among the key points i~ any readjustment program: 1. Bottlenecks, restricting the further growing of the overall economic volume (at present especially in coal and steel) must be opehed at any cost and in the quickest possible fashion.
