Nevertheless, Serbian prestige was enormously enhanced, first by the Agram and Friedjung trials in which Habsburg officials attempted to discredit Serb activists with evidence easily shown to be fabricated, and then by the Balkan wars when the Serbs took the lion’s share of Macedonia and retrieved Kosovo, the heartland of the great Serbian empire of medieval times. Those who had been boasting that Serbia would play the role of Piedmont in the unification of the southern Slavs were much encouraged and openly spoke of AustriaHungary being their next victim now that Ottoman power had been smashed.

The nineteenth century had heard plans for south Slav unity, though the definition of south Slav varied. Some, like Garašanin’s Nacertanije, were plans for Serbian aggrandisement. Others, including those of Bishop Josip Strossmayer of 20 BEFORE THE TWENTIETH CENTURY Djakovo in the second half of the century, were attempts to establish union upon the basis of what was considered a common culture and history. During the first world war support for both concepts grew. The war aims of the Serbian government under Radical Party leader Nikola Pašic, which were declared in December 1914, were undisguised Serbian expansionism.

The Austrian partition was by far the least oppressive of the three, in part, no doubt, because Austria was the only Catholic power involved in the partitions; in 1914 there were fifteen Poles in the Russian Duma, seventeen in the German Reichstag and 106 in the Austrian Reichsrat. The Polish peasants had no national bourgeoisie to lead them, and cooperation with the gentry was difficult because many peasants still suspected the nobility of using nationalism as a cover for the perpetuation or reimposition of landlord power.
