Yeltsin is offered protection in the US embassy close by the White House. At midnight, he and mayor Popov, deputy mayor Luzhkov and a few others move to the spacious White House bunker in the basement. Luzhkov orders building materials to form a barrier. Yeltsin talks to the world on his private telephone. Grachev knows if his airborne troops launch an attack, all the others will follow. He decides not to attack. An armoured personnel carrier, on patrol, gets stuck in a barricade. It is pelted with stones and other materials.

We call on the citizens of Russia to reject the plotters and to demand a return to normal constitutional development’. He is followed by General Konstantin Kobets, chair of the State Committee on Defence. He would organise the military resistance to the coup. General Kobets distributes the few weapons there are in the White House. A propaganda war breaks out. Opponents of the coup plaster Yeltsin’s appeal on the walls of the Metro. Yeltsin appeals on the radio for the soldiers to change sides and not to spill the blood of the people.

Anyway, he should have stayed in Moscow until the new treaty was signed and then gone on holiday. n Understanding the attempted coup is still a problem. Why did Gorbachev shake hands with the plotters as they left Foros on 18 August? They had wanted him to sign a document introducing a state of emergency. He refused. Vladimir Medvedev, the head of his personal guard, maintains that he could have arrested the plotters and restored communications, had he been given the order. He also claims that Gorbachev’s personal safety was never in danger.
