Within leading party bodies at all levels, differences of outlook, philosophy and temperament, not to mention education and experience, existed between many of the emigres returning to Russia and those who had spent the pre-revolutionary period in underground work inside the country. 34 The amorphous nature of the links between centre and regions and the attempts to overcome it by the centre were to be of crucial importance for the future course of systemic development. As an organisational entity, the party was under constant pressure throughout this period.

The Stalinist political system was in existence only at the end of this period. The political system will be discussed in terms of two interacting axes: politics at the sub-national levels of the system, and elite politics. The October 1917 - June 1941 period is divided into four regimes, although the boundaries between regimes are less precise and more fluid than the dates suggest: October 1917 to mid-1922, late 1922 to the end of 1929, 1930 to December 1934, and 1935 to 1941. Each regime consists of a structure of institutions and rules which, combined, produce an operating political system.

17 The fear of petty bourgeois influence and the infectious effect it could have in the party, leading to the degeneration of the whole political organism, was focused principally upon the peasantry. In ideological terms the peasants constituted a backward class whose interests were, at base, fundamentally opposed to those of the proletariat. Nevertheless, prior to October 1917, Lenin had emphasised the need for an alliance between the proletariat and the poor peasantry, an alliance which the party sought to realise through the abortive policy of Committees of the Poor in mid-1918.
