Stalin had arrested the first lot of planners for setting the targets too low. Nowhere before in the world had a government tried to plan and predict a country 's development like this. The plan was written and organised by Gosplan, the state planning agency. Gosplan 's job was to organise everything from the smallest piece of clothing to the largest new factory. The focus of the plan was on industrial development. Industrial output was projected to increase by an incredible 1 80 per cent over five years.
