Alexander disagreed and followed the advice of foreign aides such as Stein and Yorck from Prussia and Sir Robert Wilson from Britain. The significance of his decision cannot be underestimated since it ensured the complete defeat of Napoleon and the liberation of the continent from French rule or domination. It also committed Alexander to an ongoing commitment to European affairs after the war had finished as he felt a moral obligation (quite apart from any strategic advantages) to remain involved.

The financial subsidies that Britain had paid amounted to £500 000 but seemed to be a small price paid compared to the loss of The reign of Alexander I 21 Russian lives. The British also gave the impression of caring more about renewing a commercial treaty with Russia than with fighting the war. The opening exchanges between Alexander and Napoleon were therefore very amicable as they swapped insults about what they thought of the British. A further concern for Alexander was the situation in the Balkans where Turkey was shifting its allegiance from Russia to France as it saw how the battles ran in Europe.

This was very much in keeping with Alexander’s views since he had always claimed that his war was against Napoleon and not the French people. Thus, France was limited to its 1792 frontiers and was given a constitution which in theory limited the rights of the restored Bourbon king, Louis XVIII. The ‘Charter’ as it was called was the chief means by which the absolute rule of the ancien régime was to be fused with the liberal ideas of the revolution. Again, Alexander was pleased to see this as he supported the idea of constitutions wherever he thought they were appropriate.
