The Soviets formed additional rifle divisions with a reduced authorized strength of 10,000. 25 The Red Army had accumulated considerable reserves by May 1942. A German intelligence report estimated the Red Army at from 394 to 414 divisions. 26 The Germans estimated that the Russians formed 60 new divisions in the first four months of 1942. The additional men were made available by several measures. Women replaced men in factories and the army trained 17-year-olds to be ready for combat when they reached 18.

In June it had the 13th, 18th, 29th, 112th, 113th, and 229th divisions. In July the army, redesignated the 64th, went to Stalingrad with the 29th, 112th, 113th, 164th, and 229th. There, the army picked up additional divisions. The 13th Division went to the Leningrad Front 42nd Army, and the 18th to the Stalingrad 4th Tank Army. In August, after intense combat, the 64th Army had only the 29th Division remaining of the original reserve army. The 2nd Reserve Army formed at Vologda in April 1942 and was redesignated the 1st Guard Army in July.
